Ukraine wants to determine a formula for further cooperation with the Customs Union countries (Russia, Belarus and Kazakhstan), but is not interested in opposing the respective talks to the creation of a free trade area with the European Union, Prime Minister Mykola Azarov has said. Nikholay Azarov, Prime Minister of Ukraine, is completely sure that Ukraine will not impose any limitations for exports of grains in the future, informed the head of the Cabinet of Ministers during meeting with Christopher Smart, Deputy Head of the US Department of Finance, according to announcement of the Department of information and public affairs relations of the Secretariat of the Cabinet of Ministers on April 7. On April 7, 2011, at the plenary session the Verkhovna Rada of Ukraine totally approved the draft law #8324 about auction sales of the export quotas for grains (“On making of amendments to several laws of Ukraine concerning the State support of development of the agriculture”) with some amendments in accordance with findings in the second parliament reading. The Nikolayev district administrative court partially sustained the claim of one of the largest Ukrainian producers and exporter of agricultural commodities, Agricultural Limited Liability Company Nibulon Ltd., sued against the two Ukrainian Ministries concerning legitimacy of grains export quotas distribution on January 11, 2011, according to the decision of the court dd. On March 31, the government draft law #8321 on making of amendments to the Tax Codex of Ukraine and adoption of tariffs of the export duties for several varieties of grains was registered in the Verkhovna Rada. The decree of the Cabinet of Ministers of Ukraine on prolongation of the regime of grain export quotas till June 30, which was accepted on March 30 according to announcement of Nikholay Prysiazhnyuk, Minister of Agrarian Policy and Food, still was not published in the official issues, which juridically means that the quotas stopped working on April 1, 2011.
