Importers of plant protectors are unable to bring the product to Ukraine – 11.03.2010

From the beginning of the year, importers of plant protectors have no opportunities to bring the product to Ukraine, declared Svetlana Mikhailovskaya, the manager of regulatory issues of the European Business Association.

According to her, on December 23, 2009, the Cabinet of Ministers of Ukraine passed the decree #1406, which changed the procedure of receiving of the import licenses for importing of plant protectors. According to the new standard, the companies-importers have to obtain approval for the import operation in the Main state inspectorate of plant protection of the Ministry of Agrarian Policy, and the Ministry for the Protection of the Environment of Ukraine, in order to receive the license. However, during the first two months of 2010, the government did not provide any procedure of conciliation. According to S.Mikhailovskaya, the decree gave mixed messages, especially concerning the necessary packing of the import product.

According to the manager, the Ministry for the Protection of the Environment did not provide any authorization documents, which are required at the customs procedure. At the end of February, the Ministry agreed to start providing the clarification letters.
