The report of German oil and very profitable crops producers union (UFOP) about the bio-fuel market. – 13.11.2007In the report of UFOP about the bio-fuel market the point in the worsening of competitiveness of bio-diesel for the last months. The main cause of it, the price rising for raw materials as a result of world price rising for the grain cultures and for the seeds of oil cultures. Prices for the raw materials rised higher than the price for mineral fuel. UFOP prognoses the producing of bio-fuel in size of 3 million tones in 2007, marking with this, that the 1.3 million tones will be used as the admixture for the mineral fuel, and the larger part will be used as a clean fuel. It is waiting for using about 600 000 tones of crop oil as a fuel. Prognosticated, the rising of quotas for crop oil producing as a fuel will increase the admixture for mineral fuel for 7%.More than 50% of bio-fuel produced production previously stays on the markets of clean fuel. But the sales of production will fully lose the competitiveness as the for small enterprises and for the big enterprises after the next tax increasing.Lets remind, that the government of Germany adopted the legislative acts: Law “About the taxation of the renew energy sources” from 15.07.2006 and the Law “About the quotas for bio-fuel” from 18.12.2006. the first law foresee the step by step tax insertion for bio-diesel (9 euro cents from each litter in 2007, the exception is agriculture), and also from the 1 of January 2008 for the clean fuel from crop oil. The tax for bio-fuel in 2008 would increase till 15 euro cents for litter, and from 2012 the tax privileges would be canceled.The bio-ethanol E85 (E85 – mixture, 85% of ethanol and 25% benzene), till 2015 is free from taxation.The Law “About the fixing a quotas for bio-fuel” forecasts the increasing of bio-fuel part in mineral fuel. The quota for bio-ethanol in mixing with benzene in 2007 have to be 1.2% (2008 – 2.0%; 2009 – 2.8%; 2010 – 3.6%). For bio-diesel the quota in 2007 have to be 4.4% bio-diesel contents in diesel for realization. The general quota for bio-fuel will have to increase till 2009 on 6.25% and with each year to growth on 0.25% till 2015 for consist 8%.
